Human Resources - Payroll Manager
The Payroll Manager is responsible to the Chief Human Resources Officer for overseeing and completing all payroll processing, Finance related interfaces, tax filings, and maintenance of the historical data related to payroll and tax filings. The Payroll Manager is also responsible for developing and applying Oracle system expertise for payroll related functions and having a general working knowledge of Oracle functionality for related Human Resources areas.
Duties and Responsibilities
Process bi-weekly payroll accurately and on schedule, which includes processing timecards and other payment requests, filing taxes via tax-filing service, ensuring submission of retirement plan contribution and bank files, and interfacing with Finance.
Work collaboratively with other departments to administer Federal Work Study, determine correct taxation status, or manage other payroll related programs or activities.
Coordinate with Benefits Administrator to process monthly payroll for retirees receiving Medigap supplement payments.
Respond to employee payroll related questions.
Provide data and other information needed for various College audits (e.g. finance, retirement plan, worker’s compensation, etc.)
Administer payroll module in Oracle (e.g. changing or adding payroll elements, determining areas where functionality needs to be updated, etc.)
Review quarterly release notes regarding Oracle system upgrades, identify areas of possible disruption, and test, as needed.
Maintain payroll and tax records for the required records retention period.
Maintain updated documentation of the payroll process and procedures.
Manage relationships with customer support contacts at external payroll-related partners.
This job description is intended to represent key areas of responsibilities; specific assignments may vary from time to time, and other duties may be assigned.
3-5 years payroll experience preferred, especially in a higher education institution.
Prior experience working in Oracle Cloud strongly preferred.
Current regulatory and best practices knowledge regarding payroll administration, wages, taxes, and related specialty areas.
Strong systems aptitude and knowledge of Excel required.
Strong analytical skills and attention to detail.
Effective communication and customer service skills.
The employee is regularly required to sit, talk, or hear; frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach, bend or lift up to 10 pounds.
