Student Financial Services: Billing and Payment Manager
40 HRS/12 Months
Oversee and manage all billing, payments and collections in the Student Financial Services Office.
Manage two Student Financial Services Representatives along with SFS student workers.
Ensure accuracy and timeliness of billing and account transactions in the SFS office.
Manage Perkins and Institutional loan collection programs.
These responsibilities are performed under the supervision of the Director of Student Financial Services.
Semester: Prepare, coordinate and manage semester bills by providing accurate tuition, fees and charges with various departments (Registrar, Health Services, housing) and then running and electronic bill through TouchNet.
Monthly: run late charges and produce an accurate month-end electronic statement through TouchNet.
Daily: review student account and departmental transactions on the cashier worksheet, run tuition assessments, and run the finance to feed from student accounts to the GL via Banner.
Review and manage AR receivable account in coordination with Accounting.
Build accurate tuition rules for each semester.
Create and establish detail codes for various payments, charges and programs across campus.
Be familiar and understand the AR module through Banner.
Prepare 1098T’s each January and ensure that all rules and regulations are accurate before they are sent to 3rd party servicer.
Manage Title IV refunds.
Coordinate with the GEL department on which students are participating on Study Aboard programs. Pay the student abroad programs and bill the student accounts.
Communicate with all students on any potential changes that affect their billing.
Communicate with students regarding their delinquent accounts throughout the semester and right before registration time.
Communicate, respond and work with inactive students with balances on repayment of their student account balance.
Communicate with all confirmed International students on their payment options for their Advance deposit for the fall semester.
Put students with delinquent student accounts on hold to ensure that they are being held for registration, transcripts and diplomas.
Write-off and send delinquent tuition accounts to collection agency.
Resolve escalated student issues that cannot be resolved by the SFS representative.
Assist with managing SFS department budget for billing, collections and institutional loan forgiveness programs.
Retain all student accounts records for 5 years for audit, state and federal purposes.
Assist with establishing and creating new SFS policy pertaining to billing, payments and collections.
Supervise, train and hire SFS representatives along with performing annual performance appraisals.
Oversee TouchNet system.
Complete monthly journal entries from loan servicer to GL.
Reconcile monthly Perkins, Institutional and AR accounts from servicer to GL.
Run monthly reports: paid in full notifications, overpaid accounts, FISAP report, delinquent and collections report and follow through on providing items that need to be resolved.
Pay monthly invoices to loan servicer and collection agencies.
Answer day to day questions from borrowers who are current and delinquent on their loans.
Manage all collection agencies and loan servicer.
Assign 2nd placements to collection agency.
Adhere to the write-off policy on AR accounts.
Follow and keep up on all federal guidelines for the Perkins loans.
Provide annual loan amounts for Perkins, CIOS and Strong loans to the SFS Director.
Prepare an accurate FISAP report.
Assist and prepare audit documentation for the annual audit.
Other duties as assigned.
Bachelor’s degree required.
Excellent interpersonal, verbal, and written communication skills.
Highly organized and able to multitask. Able to manage and track details effectively.
Aptitude for financial management and accounting, with experience in higher education preferred.
A strong commitment to collaboration.
Experience working with Ellucian Banner preferred.
